PROGRAM OFFICER

CENTRE FOR INTERCULTURAL EDUCATION

VICE PRESIDENT BUSINESS DEVELOPMENT

 

Do you enjoy understanding your customer and market needs, identify trends, and offering training solutions that clients want? Are you skilled at developing strong customer relationships, identifying and pursuing new market development opportunities, and negotiating with service providers? If so this position may be the one for you!

 

The Program Officer, Centre for Intercultural Education (CIE) will provide content expertise for programs, events and industry training. You will actively build client relationships that help NorQuest achieve its revenue, impact and reputational goals. You will play an integral role in developing products and services related to the field of diversity and inclusion. In this role you will work with prospective clients and funders to expand NorQuest’s products, services, and reputation in the subjects of intercultural communication, English in the workplace and diversity and inclusion. s

Administrative functions associated with this role are related to program delivery and the day-to-day functions of client management, project management, and general oversight of operations.  

You will work with both college faculty and contracted providers to identify costs, and negotiate fees to create or customize products that fulfill organizational training needs. The candidate must be willing to travel to meet clients and be able to work evenings and weekends when necessary.

 

 

RESPONSIBILITIES:

 

Program and project management

  • Identify, develop projects and programs in collaboration with the Principal, and Business Development Officers
  • Analyses (quantitative and qualitative) to assess, monitor and evaluate performance of services and/or programs
  • Work with the BD management team to improve business conditions and ensure profitable performance of CIE operations
  • Assist in the development, execution and completion of applied research projects
  • Develop diversity and inclusion products and courses that can be delivered on a face to face and/or online platform
  • Exhibit proficient business acumen in business planning and administration, budgeting, and performance oversight
  • Work with the marketing team to develop marketing materials and collateral to promote CIE’s offerings

 

Client and stakeholder engagement

 

  • Establish and build positive relationships with external clients interested in intercultural education programming
  • Build positive relationships with internal staff at NorQuest
  • Conduct client follow-up with prospective individuals in conjunction and collaboration with business development officers
  • Develop customizable courses and programming that fits the needs of clients within the capital region and beyond
  • Manage relationships with prospective CIE funders and sponsors
  • Liaise with the CIE Program Advisory Council to develop programming and courses that meet the needs of regional, national and international opportunities for growth.

 

Program Coordination and Administration

  • Support the administration of programs, event planning, and research project dissemination
  • Help with oversight of the program administrators in support of CIE

 

REQUIREMENTS:

 

  • A Bachelor’s Degree in a field of study related to intercultural studies, diversity or inclusion is the minimal educational requirement.
  • A Master’s Degree in a field related to the aforementioned areas of study is an asset.
  • Minimum of 3 years of direct experience inclusive of: intercultural education, business development and client engagement
  • Work experience related to intercultural competencies and business development will also be considered in conjunction with related educational credentials.
  • Experience in developing intercultural, diversity and inclusion based projects
  • Experience in developing customizable courses and programming that fits the learning needs of clients

 

Knowledge, Skills and Abilities:

 

  • Must be client-centric, focused on customer satisfaction and service
  • Must have a strong aptitude in network building and relationship building with external clients to promote business growth
  • Must have strong communication skills; both written and verbal
  • Must be proficient in conducting applied research projects, using both quantitative and qualitative methodologies

ESL Rural Routes - Professional Development Services

NorQuest College seeks an experienced Regional Advisor, ESL for the Northern Region. As an ESL regional advisor for the Rural Routes Program you will provide high-quality support and services to adult ESL programs, and its providers in rural and urban communities of Alberta’s northern region. You will use your experience, knowledge, and skills to enhance the delivery of ESL programs. Through communication and great client service you will mentor and provide professional development services to ESL staff.

 

Our aim is to ensure that our service delivery aligns with ATESL’s Best Practices document (2009), guidelines for ESL programming, and, whenever relevant, incorporates the Canada Language Benchmarks (CLBs).

KEY RESPONSIBILITIES:

 

  • Deliver workshops face-to-face and online on Teaching English language learners, TESL, culture, and other related topics
  • Provide mentorship and development services to rural and small urban ESL providers

  • Select appropriate resources and training for the client
  • Regular tracking, reporting, and status updates
  • Communicate regularly with your region

 

QUALIFICATIONS:

 

  • Related undergraduate degree with TESL certification, Master's an asset (i.e., M.Ed TESL, MA applied linguistics or related)
  • TESL Canada accreditation at standard 2 or 3 permanent an asset
  • Minimum 1 year teaching English as a second language to adult learners in a TESL educational setting

 

KEY EXPERIENCE:

 

  • Mentoring TESL teachers in their development and practice
  • Facilitating workshops
  • Teaching, working or living in small rural communities an asset
  • Teaching small mixed level classes an asset

SALARY: $27.61 to $35.88 per hour, plus 11.2% in lieu of vacation and benefits.

 

Note: You must have your own vehicle and willing to drive long distances to remote Rural Routes communities within the Northern region and sometimes may have to travel to NorQuest, which is located in Edmonton, for training and meetings. Communication and support of clients will occur by phone, computer and in-person. Regional advisors may need to work some evenings and/ or weekends as part of this role. We pay for all approved travel and accommodation expenses.

Reporting to the team lead, the Business Operations Administrator’s primary responsibility will be to ensure that all business functions in the Faculty of Health and Community Studies are efficiently and effectively carried out with established business processes including those directly related to financial processes, contract control, and PeopleSoft reporting.

The Business Operations Administrator proactively assists the Business Analyst in all areas of her/his functions and operates with a high degree of confidentiality, initiative and resourcefulness, anticipating needs and solving problems.

 

RESPONSIBILITIES:

  

Financial & Business Planning Support

  • Provides financial management support to the Faculty of Health and Community Studies.
  • Identifies, designs, maps and implements process improvements for FHCS, which align with College policies and procedures.
  • Reviews College policies and procedures and provides feedback as required.
  • Participates in financial planning and procurement of goods and services.
  • Provides support in the budgeting process and revenue/expense tracking, including the preparation of journal entries.
  • Coordinates, reviews and submits timesheets for the faculty.
  • Carries out financial procedures related to purchasing, tracking and monitoring expenses/revenue, visa reconciliation(s), coding and processing of invoices, etc.
  • Assists in the business planning process and helps develop operational business plans.

Contract support

  • Assists and maintains quality assurance in the FHCS’s centralized Contract Control with established processes and follow-ups.

  • Assists with Grant accountability documentation.

Student Programing Administration

  • Assists in NQ Calendar and Program & Supply Fees preparation.
  • Identifies system/tracking needs and maintains/updates confidential data/information.
  • Extracts and analyzes information from PeopleSoft; provides relevant reports and recommendations (i.e. enrolment reports, class lists, schedules, etc).
  • Participates in Timetabling as it relates to Enrolment projections.
  • Acts as business operational point of contact as assigned.
  • Represents the FHCS on college committees as required.

 

QUALIFICATIONS:

 

  • Post-secondary business/office administration diploma or certificate, or equivalent
  • 3-5 years senior administration experience, preferably in a post-secondary environment.
  • Advanced knowledge of Microsoft Office; especially WORD and Excel.
  • Must be able to work with minimal supervision and possess a high degree of confidentiality with tactful business acumen.
  • Strong analytic and problem solving skills.

Reporting to the Manager of Program Support Services for the Faculty of Health and Community Studies a major function of this role is to promote and provide interdisciplinary instructional support to the NorQuest Simulation Centre (NISC) and its users. In addition the role of the social worker will be to participate in the development, design and evaluation of simulation scenarios to ensure a mental health and community focus are embedded into the simulated scenarios as appropriate. It also includes participation in the day to day operation of running scenarios, lab maintenance and ensuring lab equipment is functioning properly and that equipment maintenance is scheduled as required. Being professional, collaborative and understanding the standards that guide interdisciplinary simulation is paramount to an individual's success in this role. Professional accountability includes: creating and maintaining a safe confidential learning environment that is conducive to supporting student learning, pursuing ongoing professional development (maintaining required professional licence), working collaboratively with interdisciplinary colleagues and participating on instructional and College - wide teams as requested.

 

RESPONSIBILITIES:

  

  • Participates in the development, evaluation, facilitation and debriefing of interdisciplinary simulation based learning experiences.
  • Facilitates safe and confidential learning experiences that supports respect, patient safety and reflective practices.
  • Assists and collaborates with co-workers regarding lab set ups, equipment trouble shooting and the utilization of simulation technology.
  • Demonstrates the required knowledge or a willingness to learn the knowledge related to specific interdisciplinary scenarios used in the simulation sessions.

  • Assists in scheduling and timetabling related to lab usage by various health programs.
  • Demonstrates an ability to work independently and collaboratively on an interdisciplinary team is essential to this role.
  • Uses proven student coaching and mentoring skills with the ability to identify and support student’s needs, strengths and interests.
  • Participates in the development of simulation curriculum and resource materials for adult learners.
  • Uses strong analytical skills to analyse a situation within a context, anticipate potential consequences and develop responses appropriate to the situation.

 

QUALIFICATIONS:

 

  • Degree in Social Work with current RSW Alberta license/registration.
  • 3 years recent social work experience in an acute care, long term care, community or educational setting.
  • Current CPR
  • Knowledge related to the principles of adult education
  • Experience working as part of interdisciplinary and assists in embedding a mental health and community focus into the simulated scenarios as appropriate.
  • Previous experience in an education environment preferred and having worked in a simulation environment would be an asset.
  • Proficient in people Soft (Word, Excel, etc).
  • Comfort with using mannequins who require technological support and trouble shooting. Computer literacy is essential, including MS Office Suite, Internet Explorer.
  • Must have a comfort level with or a willingness to learn how to use current and new technologies.

NorQuest College is embarking upon a new initiative to establish credit programming in the area of energy and environmental studies. We are a seeking a Program Founder to lead the development of the program and to guide the program once it has been launched. You can play a visionary role in the development of a program that builds understanding and competence in the areas of environmental protection and sustainable energy.

The incumbent will be responsible for developing curriculum and program design, co-leading the program submission to Advanced Education, and for managing the program launch and ongoing academic operations.

 

RESPONSIBILITIES:

  

Lead New Program Development

  • Act as project lead; manage project dates and timelines and support proposal through internal new program development process, approval channels, and various stakeholders, in conjunction with the Program Development Office and related program areas.
  • Develop business case (program canvas) for the new program, in conjunction with Program Development Office. Lead the development of the program proposal for submission to Advanced Education; write and edit program proposal final draft.
  • Provide expert advice on program concept, program costing, tuition and fees, delivery modes, student outcomes, and enrolment planning for new program. Finalize the design and structure of the program, including the program’s learning outcomes and architecture.

 

Management of Program Development and Delivery

 

  • Champion and act as chief spokesperson for the new program. Lead program review, curriculum development and accreditation requirements to ensure programs are relevant, current and sustainable.  

 Faculty Support and Development

  • Recruit, orient, support, performance manage and develop faculty and staff

Departmental and College Planning

 

  • Promote the benefits of and advocating for the needs of the program, including participation in the development of operational and financial plans

 

Student Success

 

  • Promote and support sound adult educational (andragogical) strategies, manage student admission criteria and monitoring student academic performance.

Internal and External Liaison

 

  • Interact with key stakeholders including program advisory committees and external committees and taskforces.

Educational Activities

  • Promote and participate in teaching excellence and advocate for the needs of learners.

 

QUALIFICATIONS:

  •  A Masters Degree in a related discipline
  • 3-5 years of professional and/or scholarly experience in a related field

Additionally, the Business Support Analyst – Enrolment Planning ensures that Academic Research and Development (ARD) division financial management is provided with timely, accurate and effective advice with respect to preparation and maintenance of program, project, and contract budgets (expenses, revenue, costing, forecasting). This includes responsibilities for ensuring the accuracy of financial analysis and information; conducting necessary budgetary investigations; and resolving other financial and business process issues. This position will require comprehensive understanding of college HR, Finance and Operations policies and procedures.

The ARD Division is focused on results, and therefore, the Analyst’s success will depend on and be measured by their ability to deliver on agreed upon, measurable outcomes. The position will have considerable latitude in determining how best to achieve these outcomes.

 

RESPONSIBILITIES:

  

ENROLMENT PLANNING

  • Lead full lifecycle management of key enrolment management processes
  • Develop Budget and Enrollment planning scenarios (includes new programs) and past history tracking/trending
  • Lead planning, forecasting, and actual reporting term by term for seats, SIP, FLES’s, and budget impacts as part of SEM Enrolment plan
  • Run queries, provide analysis, and maintain SEM Enrolment Plan and forecast
  • Provide advice of program costing, tuition and fee validation, and enrolment planning initiatives
  • Lead the competitor tuition and program & supply fees research and compilation for annual Tuition and Fee validation process
  • Maintain an understanding of trends, analyze reasonableness, and make recommendations

BUDGET MANAGEMENT

 

  • Provide advice on program costing, tuition & fee validation, enrolment planning initiatives.
  • Understand how new initiatives, enrollment changes, etc. impact budgets and forecasting
  • Identify program/contract cost pressures and provide recommendations for cost containment/mitigation strategies.
  • Design proposal budgets and provide expertise to project leads
  • Maintain, track, and report on new and ongoing project budgets to ensure project and financial goals are being met.
  • Maintain an understanding of trends and analyze reasonableness of monthly cash flow estimates.
  • Monitor monthly expenditure reports and payroll reports to ensure budget forecasts stay within scope. Flag any issues to Dean and Managers
  • Works closely with Deans, Managers, and Integrated Planning and Financial Services (IPFS) to ensure divisional forecasting and budgeting requirements are met.

PROJECT MANAGEMENT/RESEARCH

  • Lead project management of curriculum development and program development projects and initiatives.
  • Plan project dates and timelines and coordinate proposals through internal procedural channels and various stakeholders in conjunction with Managers/project leads
  • Identify and map business process improvements as they relate to strategic enrolment management, curriculum development, and new program development; distribute/communicate changes to the division
  • Provide periodic ad/hoc market research, environmental scans, and internet searches on best practices and comparator institutions to the Dean/Managers as required.
  • Provide monthly and quarterly updates on projects
  • Provides expert advice on program costing and supports proposal development

 

QUALIFICATIONS:

 

  • Bachelor’s, Applied or Associate Degree in a related discipline
  • Certification through the International Cost Estimating and Analysis Association (ICEAA) is considered an asset.
  • 3 to 5 years directly related experience in a post-secondary environment, financial services or information management environment. Experience in a post secondary institution preferred

Responsibilities:

 

  • Provide language and settlement training to assist newcomers in transitioning to life in Canada, employment or further education
  • Provide language instruction with a curriculum based on the Canadian Language Benchmarks that will help ESL learners get the language competencies they need to transition into employment or further education.
  • Design/develop appropriate classroom activities/resources using authentic materials, resources, and technology
  • Provide scholarly and service support to the program, faculty, College and the profession
  • Commit to the process of continual self-study and growth

 

 

Qualifications & Requirements:

 

  • TESL qualifications, a university degree
  • Post graduate degree in TESL or related field an asset
  • Minimum of 2 years of experience in language teaching
  • Strong technology skills, experience, and willingness to teach online courses an asset

 

 

Knowledge, Skills and Abilities:

  • Excellent classroom management and teaching skills
  • Experience and/or understanding of Canadian Language Benchmarks
  • Experience in delivering program components to students with various challenges from a variety of cultures and backgrounds
  • Excellent student coaching and mentoring skills with the ability to identify and understand student needs, strengths and interests
  • Experience in developing curriculum and resource materials, learning and evaluating materials for adult learners would be an asset
  • Respectful, positive attitude
  • Supportive and reliable team player

 

Salary:  $50 per hour, with a half hour additional pay per evening shift.

 

This is a part time evening assignment, Tuesday and Thursdays 6 to 9pm, starting January 9th until April 12th, 2018 with a possibility of extension.

 

Note: We will be looking to hire several instructors, but may use this recruitment to fill future similar instructor positions.

Reporting to the Assistive Technology Team Lead, the role of the Assistive Technology Specialist (AT) includes (but is not limited to): assessing the technology needs of student’s with approved accommodations; providing software and technology training to students requiring assistive technology as an approved accommodation; reviewing strategies for effective use of technology in the classroom; collaborating with publishers and external parties to acquire accessible materials for students; when necessary, creating accessible materials for use with assistive technology devices; maintaining and tracking assistive technology equipment and software; collaborating with Accommodated Learning Support to synthesize academic strategies with technological strategies for the student; ongoing professional development to stay up-to-date with current trends in assistive technology software/hardware and techniques in assistive technology assessment/training; providing a guiding structure for universal design initiatives within the college; and other duties and tasks as required.

 

RESPONSIBILITIES: 

  • Provide one-on-one and group support to students accessing Assistive Technology
  • Assess student assistive technology needs in connection with functional impacts
  • Provide training on assistive technology hardware and software to students with disabilities
  • Coordinate the acquisition of accessible materials for students
  • Maintain and track assistive technology equipment
  • Participate in decision making regarding the acquisition of assistive technology equipment
  • Liaise with external and internal stakeholders regarding the purchase, maintenance, installation, and troubleshooting of software/hardware
  • Provide consultation to college regarding Universal Design for Learning initiatives
  • Coordinate and collaborate with E&IT department regarding the installation of assistive technology equipment on college computers
  • Communicate and coordinate with Student Support Specialists, Accommodated Exams, Instructional Faculty, Accommodated Learning Support, and other internal stakeholders regarding student accommodations
  • Assist with exam/test supervision, as required
  • Using various computer software programs to format documents to match specification
  • Notifying instructors regarding the uploading of test/exam materials
  • Training students on accessing outside audio material
  • Develop knowledge and skills through participation in courses, workshops, professional development opportunities, interaction with colleagues, and through independent study of current literature
  • Delivering equipment such as rolling chairs and CCTV equipment to classrooms to support students
  • Coordinating with facilities regarding delivery of height adjustable tables    
  • Other duties as assigned as required.

 

 QUALIFICATIONS:  

  • Completion of a related Bachelor’s degree, or a combination of education and directly related experience may be considered.
  • Experience and knowledge regarding the use of assistive technologies is required.
  • 3 – 5 years of related experience supporting individuals with disabilities in a post-secondary environment is required.
  • Ability to prepare and present materials to students, staff and external stakeholders Well developed communication skills (oral, written and listening skills)
  • Excellent Microsoft Office skills
  • Demonstrated ability to work as part of a cohesive team, with time pressures and tight turnaround times
  • Excellent organization and time management skills; must be detail oriented

 

SALARY: $43,015 - $55,910 per annum; commensurate with education and experience related to the position.

Reporting to the Vice President, Business Development, the Principal is responsible for the leadership, growth and stakeholder relations of a NorQuest Centre and the achievement of objectives in relation to thought leadership in intercultural education, continuing education and corporate training, as well as applied research.

 

In consultation with the Vice President and Business Development leaders, the Principal develops and implements the Centre’s vision and plan which is aligned to the business development plan. The current Centres at NorQuest are the Centre for Intercultural Education (CIE) and the Landmark Group Centre for Value Improvement. The Principal requires a range of skills including expertise in their relevant field, business management experience, business development, and analytical proficiency.

 

KEY RESPONSIBILITIES:

 

Leadership and Strategic Growth of Centre

  • Support and contribute to the strategic development of the Centre
  • Develop a rolling annual business plan and budget
  • Leading and developing a team of professionals to excel and perform
  • Represent the Centre and monitor developments as appropriate at national and international events and meetings
  • Secure contracts in an entrepreneurial and profit-oriented
  • Work with the sales team to create templated and customized proposal concepts and plans
  • Support the selection of and manage the contract process for business facilitators
  • Coordinate the development of appropriate continuing education programs (certificates) including Intercultural Education, English in the Workplace and Diversity & Inclusion programs
  • Direct the development of business activities for CIE corporate intercultural skills training and programs;
  • Providing leadership to a number of professional specialists;
  • Developing people and managing talent;
  • Support college-wide integration and leadership for opportunities of growth

 

Client, Funder and Stakeholder Engagement

  • Establish a network of individuals working in the field to develop direction for business development initiatives
  • Identify and develop new partnerships, collaborations, and related business and research
  • Establishing strong relationships with clients, funders, and key community stakeholders
  • Recruit, engage and support a program advisory committee to support the strategic direction of the Centre
  • Expand the scope and presence of CIE and NorQuest’s applied research, training, and advisory activities into new domains

 

Direction of CIE Applied Research and Product Commercialization

  • Develop new multidisciplinary, regional, national, and international research initiatives
  • Advise and support NorQuest’s institutional-applied research activities;
  • Support and oversee the management of applied research proposals and projects
  • Broadcast and educate internal and external audiences regarding the activities and approaches of the Centre
  • Identify key stakeholders in relation to diversity and inclusion, and establish collaborative partnerships to advance intercultural education models and standards;
  • Develop a consulting model with industry for research analysis and business recommendations in this area.

 

Internal Engagement of Intercultural Education

  • Direct CIE activities related to teaching and learning in NorQuest
  • Advise internal NorQuest stakeholders on issues related to the development of curricula, educational resources, programs, workshops, and similar activities;
  • Provide academic leadership in the training, orientation, and on-going performance of Business Development and CIE staff
  • Support NorQuest College’s overall initiatives on culture development and innovation

 

 

QUALIFICATIONS:

 

  • Master’s Degree relevant to the Centre (e.g. Masters in Intercultural Education or Masters in Adult Education with a Certificate in Intercultural Education)
  • Also Interdisciplinary educational background including anthropology, psychology, sociology, & education.
  • Extensive progressive experience in a related senior management level position or extensive senior level specialist experience (typically 8+ years)
  • Demonstrated skill as a workplace training and development team lead and project leader
  • Background in sales and customer service in the training and development industry (including developing sales and research proposals)
  • Demonstrated leadership in adult education
  • Demonstrated success in organizational training initiatives-initiation, design, delivery, evaluation
  • Demonstrated leadership in higher educational staff development
  • Experience forming and leading project and training teams including onboarding and development
  • Demonstrated managerial experience in budgeting, strategic planning, and staffing
  • Demonstrated success working in higher education faculty and staff development contexts
  • Proven success in developing, teaching and facilitating in a wide variety of contexts
